The Regional ICT Training and Research Center (RITC) is an agency of the Rwanda Development Gateway Group (RDGG). This is part of an ICT initiative by the Government of Rwanda under its mandate as a founding member of the Development Gateway Foundation. The Development Gateway Foundation is a not-for-profit organization initiated by the world Bank.

The Government of Rwanda realized that without relevant skills, no country can achieve economic development. The Government then established the Regional ICT Training Research Center (RITC) and identified the Kigali Institute of Science Technology and Management (KIST) to be the implementing agency. The Center began its operations on the 29th of March 2004.
